President Conference 2009
I have prepared the background information of each agenda items for your reference. I hope these reference materials will stimulate your thinking and discussion at the President Conference on 26th April 2009.  Please do not hesitate contact me before the conference on other topics that you want to discuss or further information to help the running of the Conference.

Background Information of Agenda Items for Discussion at the President Conference 2009

  • 2009-10 Yearly Plan
    The EC prepares an annual plan for the LCSD subvention application and reviews the action status of each activity item with LCSD annually.  The performance of each activity on the plan and its action status affect the future subvention to OAHK.  
    We will conduct a briefing at the conference on our activities performance last year and more important is the coming activities. You will be briefed on what EC are planned and how the Affiliated Clubs can help to make all the activities happened and be successful.  Your comments and suggestions are welcome.
  • OAHK Performance Review
    We have received comments, suggestions, enquiries, compliment, and complaints from different parties.  The ECs treated all these messages, both positive and negative, seriously which is directly influencing the management of the OAHK.  What you are expecting OAHK to perform?
    So far there is no structured system to define the performance standard and how to measure the performance of the OAHK.  This includes the performance of the Association, the ECs, the committees, the activities that had been organized, the competition teams, the individual official or helpers, the representing competitor, the Affiliated Clubs and the individual members etc.   
    To look for further enhancement of OAHK management, we need to hear your opinions and seek for direction on whether we need to have a performance measurement system and how this can be organized?
  • Ranking System between Hong Kong/China
    OAHK always look for more high level competition opportunities to our members. Both Orienteering Association of China and OAHK are looking for possible ranking system between Hong Kong and China.  A new ranking system means more high level competitions for orienteers of both parties.  It also create financial burden for orienteers and both Associations and need more organizers.  Are we ready for this cross boarder ranking system? What format of the ranking is more appropriate? How OAHK and the Clubs can offer?  
  • Election of EC Members
    A new election of EC members are organized once every two years. In the past few EC elections, it always lack of sufficient candidates nomination. Higher expectation from different stakeholders, the government, the Affiliated Clubs, the individual members and the publics, and the advancement of the sports itself are reasons of the roles and responsibilities of an EC becomes more and more demanding both in time, dedication and knowledge, thus creating the need for more professional performance.  In view of the small interest in nomination and being an EC candidate, we need to seek your opinion on the move in EC nomination process and how to attract members to take up roles in the EC.
    The foundation of orienteering development in OAHK is always supported by volunteers, which is the basic and the fundamental momentum of the growth of our sport in Hong Kong for the past 28 years.  Is this sufficient to support the move of the sport development?  How to seek a balance of resources internally (volunteerism) and externally (professionalism)?
  • Youth Development
    Youth membership, in particular the students, are growing steadily.  In supporting the development of the sport and producing our future elite runners, there are always the need for better support to our young members in school and training.
    Is the current school sport event sufficient?  Does our roles to promote the sport in school and university are preformed?   How to ensure the production of our future elite runners are carried out effectively?
  • Quality Orienteering
    There are always comments and suggestions on our competitions and training.  Some of the competitions can not produce official results on time, some results has to be cancelled because of the error on map or wrong control placement.  Some elite orienteers opt to train by themselves rather than joining the team training.  
    Why are these happened?  What we can do to rectify these problems?  Is our competition and team training up to the expected quality?  How we can produce a good quality competition and team training?  Does our resources sufficient to produce a good quality competition and training?
    We need your views on what level of quality you are expecting from our activities.

  • Risk Management
    The activities of orienteering are always inherited with risk for both organizers and participants.  OAHK as the biggest organizer and management of the sport in Hong Kong are always taking some risks, but always in an acceptable level. Our activities becomes more frequent, with more varieties, more new members are trained up as official of activities.  
    Are we managing the risk appropriately?  Can we, the Association, the EC members, the Clubs and out officials, bear the consequences of the risk being exposed?  Currently we have internal rules and guidelines on safety requirements to organize activities, including competition and training. Are these sufficient? Are the ECs, the individual officials and coaches are able to identify risks in the Association and at their activities respectively?  Can they handle the emergency situation appropriately?  
    All the above need a proper risk management system to ensure the inherent risks are identified, evaluated, controlled, treated and reviewed.  AOF and BOF have documented risk management system and require a formal risk assessment for their activities.  Do we need similar risk management system?
